OMGosh......Just yesterday I ran across a site where it shows how to turn a skirt into a fringe skirt.

Use masking tape across the skirt where you want to start the fringe. (Vertical strips, as thin or wide as you want the 'fringe' to be.)

Then, cut or use a roller cutter into vertical strips to the point of where the masking tape is.  Thus, the 'fringe' (the vertical strips).

I'll try to find that site.  Didn't take notes.

@ALRATIBA    I use pinking shears too.  Makes a much neater cut.
