General question on when stuff goes to oulet

I don't get it. Order something you think is brand new and you can possibly get a wadded up return. Its happened to me three times. I've been ordering Breezies bras from Ebay, which came through an outlet store, and they are fine. People are getting obviously used B Mak bags as new. And others are ordering "as is" and getting perfect bags. What is the criteria?
