Final Question on Linea Georgette Skirt Panel

I was looking at the video for this skirt. The panel at the waist in the video on the cream, expresso and teal versions appears to be smooth. I think what is throwing me on the Navy skirt I received yesterday, is that the panel my skirt is all puckery, like one of those stretchy tube tops. Are all the georgette skirt waist panels puckery, or just the new navy one that I received?
