Welcome to the Q forums @Taven...let's see if @lolakimono might be able to help.  I tried to capture a pic of it, but couldn't.  The yellow daisy jacket with 3/4 sleeves that the vender is wearing in the video (for a glass birdfeeder). @LTT1

My first thought was Bob Mackie, if it were a Q item, but it's not something currently in inventory.

 

In the designer world, I thought it could be something that looks like something Caroline Rose would do.  Here are two sale items from her line-
