I purchased a few jeans in petite sizing by mistake and they are ankle/floods on me. Back in the day we had to wear them non-flooding and I still feel that way. Instead of returning them I cuff them to make capris or tuck them in my uggs.

We always called ankle pants worn with socks "floods" or any pant too short that the sock showed.

 

Cropped pants are still a few inches later.

not floods, but my younger years we called them 'pedal pushers' , shorter length so pants would not get caught in bicycle chains

I remember it being used when I was a kid, and it was meant as an insult to someone whose clothes did not fit ( could not afford new or were hand me downs).  Kids can be incredibly mean to one another.
