The Joan River Special Value has "self" fringe which is where threads are pulled from the garmet while being made. Then there's "applied" fringe which is sewn on like a flapper's dress.
Unless it's a type of cape or scarf, I don't care for fringe at all especially across my backside at the end of a shirt! If I love the item, I'll turn it up and stitch it.

I think it depends on the garment and the type of fringe. So, the answer is yes, sometimes.

I don’t hate it, but wouldn’t want to wear it. It’s not my style and it tangles and looks awful sometimes after it is washed.

Sure, why not? I wouldn't want an entire wardrobe of fringed items, but I do own a tee with a fringed hem and one pair of jeans that has the hem released (not exactly fringe, but a similar idea). It's currently the fashion, so I don't mind a few pieces that look "of the moment" amongst my fairly classic items.
