If it's a black or navy garment, it could be the dye and pesticides that they use for transport from China.  That smell is difficult to get rid of.

Thank you everyone. I cannot understand why Q would allow clothing that has been washed to be resold as new. How is the new owner to know the garment has been washed and not the true size (allowing for shrinkage for example) when trying on?

 

As far as the dark garments with the chemical smell, I've encountered that with the D&C jeans. I read on the internet that a soak in whole milk will absorb odors (the fat in the milk absorbs). I gave it a try and it did indeed help significantly. It's hard to find garments that don't have that odor. I've purchased blankets and towels from other retailers with that same smell so I am aware of how they treat the items coming on ships. This blouse definitely had a overly strong smell of bounce fabric sheets.

 

I will definitely return it.
