It is everywhere and I see many here in SoCal wearing them - young to mature ladies! Some are done so flattering and some just hanging slits or holes.It is just like any top some are done right and some are not but I do see many ....warmer weather areas probably  it is more popular

I have a short-sleeved one that I got here and really like.  The shoulder openings are small and do not expose a lot of shoulder.  It is black and I think, classy.

That one Kirsten had on today is Susan Graver's new cold shoulder top.  I didn't catch the item #, but it's easy to do a search if anyone's interested.

 

I like a lot of them, on other people.  I just don't care for that style on me.

There's well done cold shoulder clothes and then there's all the rest. Cold shoulder doesn't mean cold chunky upper arm either but that's what I am seeing in a lot of clothes.

Susan's top looks odd to me.  The opening for the shoulder is too small.  And like most of her pieces they are overly priced.
