Cold Shoulder Tops

Why are thses only made with long sleeves? This makes no sense to me.Why would you want your shoulders open in the winter or cold weather where you would need long sleeves Doesn't it make sense to make a cold shoulder blouse with short sleeves for the summer?Some of these styles I just don't get it!
