Chest measurements are the garmet measurements according to QVC. Doesn't make them right.

Seems odd that they would describe it that way. "Chest" measurements usually refers to men's clothing.
(I never look......I order my "store" size from the Q, and it fits)

Hi & welcome to the forum!
In the sizing charts bust measurement should be measured at the fullest part of the bust (with bra on )
In the click here measurement it is the size of the garment itself . Sometimes I have noticed these are not included, but generally are.
With the later I will frequently measure a garment I own that fits well and is a similar material to compare. be sure it is buttoned or zipped when measuring For myself on pants I pay attention to the WB (waistband ) circumference when stretched (or something like that wording ) to make sure an elastic WB will fit.
Also take into consideration the fit guide description of fitted/relaxed/etc.as to whether 'the girls' can live in comfort.

I sure hope they don't change their size chart system!!! I've finally learned how to use it well to order the the right sizes.
