That's not a dress, it's top and if she stood up straight, we'd all see her lady parts.  It's a 
"look at me" heavily filtered glamour shot for social media.  Which, to be fair, all the celebrities are doing now.  It looks like she has black waist trainer under it too.  And there's something odd with that arm that's near the balcony, so there was some bad photoshopping going on too.
