I saw these at Nordstrom, and I really am baffled.  They are called leggings, and they're footless, but are styled like tights?  I was thinking of @Annabellethecat66 with the mention of sheer mesh leggings.

What do you think?  Are these supposed to be worn with a dress/skirt, as tights?  Or as leggings but they just didn't put a top on the model?

I see 'sheer mesh leggings', I think pantyhose and would treat them accordingly.
