In addition to my comments above, I wish QVC had some petite models, The shorter hosts wearing QVC "petite" outfits are seldom flattered by these clothes. That says something, Maybe it is just a market QVC has not yet recognized or else just does not care to -- I think that is a commercial mistake.

I use to enjoy shopping and coordinating clothes and accessories at Chico's. Last few years, not so much. I think petite are often easiest to find online.
You might also want to look on eBay.

I'm petite and buy most of my clothes from J.Jill, Macy's and Lands End. They offer a good variety.

JC Penney's has lots of petites at reasonable prices. But, since you need clothes for work, I am not sure if they would be appropriate. I would still give them a try tho.

Talbots - they carry most, if not all, of their line in Petite and Woman's Petite sizes. Many of their B&M stores don't stock the Woman's Petite clothing now, but they're available online. Talbots is starting to put their Spring/Summer clothing on sale now.

I don't know about "best" but BLAIR also carries petite size clothing and their prices are reasonable, especially when they have sales with free shipping.

I think Ann Taylor and J Crew are a great source for petites, but I don't know what kind of work you are doing so that would play a big role in what you wish to wear or not even what your career is but what you like to wear to work.
I once knew a female architect who wore the same pair of jeans to work everyday for several months. Don't know if she bathed in them or what.
Then one of her peers, another architect, wore a business suit each day.
