They might be. I still have some and plan to wear them when it gets cooler. I rarely wear any kind of pants in the summer. LOL. I like shorts, skirts and dresses.Although I do wear crop leggings to yoga class.

If you search the internet for "crop pants" you will find every length, except just below the knee.

I love capri and crop pants ( a bit longer than capris). I wear them all during the warm months and feel good and most importantly comfortable! I do not follow trends, I follow my taste and for me capri pants are still in fashion!!!!

There are many different "pant" length .... short shorts ... shorts ... bermuda shorts .... pedal pushers .... capris ... crops .... ankle length ... full length .... leggings .... jeggings ... I'm sure I forgot something, but someone else will add what I've forgotten.
Oh! Let's not also forget Petite lengths for everything!
It's nice to have a variety of lengths. What you wear will be affected by the rest of your outfit and your body type and how long your legs are.

Admittedly, I am now of an age where it doesn't matter as much to me as to what's "in style", but I just can't imagine caring what length of pants is in style or not in style.
It seems to me that there are so, so many different lengths of pants, and different syles for all clothing, across the board, that you could really wear anything and really you would not stick out as being from another style time.
It seems that unless you are a teeny bopper, or maybe at the most in your twenties, the fashion trends just seem to blend into one another.
And I like that about today's fashion You get so many different choices.
Years ago, styles were more limiting. If you wore something different you stuck out like a sore thumb. Skirts were one length, that was it. Now you can wear short, midi, maxi. whatever. Shoe heels seem to have all different heights and thicknesses.
Yes, there are trends, but in general, there is so much more leeway.

I don't think the shorter length pants worn in summer will ever go out of style. Many of us have no interest in going in shorts too much in the summer, and I'm certainly not wearing long pants either.

I have noticed the same thing as the OP. I went to Disney World in June and saw very few women in capris or crops. Most were wearing shorts or full length slacks. I go to a summer theater play each week in my resort area and used to see most women in capris (usually white) and this summer that was not the case. I saw many more dresses of all lengths. I prefer bermuda shorts for my casual lifestyle, but I still wear capris to places where shorts just aren't quite right.

I wear crop pants and crop leggings in the summer. I consider capris to be knee length and don't wear them.

Crops hit at the ankle just above the ankle.
Some think Capris are dated looking if they hit at the widest part of your calf.
From my memory Bermuda Shorts hit at the top of the knee
