I don't know if it's just a southern California thing, but girls literally wear what we used to call "tights", with short shirts. Even on the most lovely young ladies, it's not a good look.

it isn't SoCal here on the east coast too, too tight leggings worn on too large bodies with no thought to what the rear end looks like, these were young girls too,

leggings are for the gym
