question with central air

hey!!! not sure if this is the right blog but i have a question about central air... what does the humidity dial mean on the central air ... im renting a house and just noticed it,it says minimum humidity settings and its in that window right now....then has numbers -10f then -20f then goes on the other side +10f,+20f ??? i dont get it i had all units in my other house... my landlord has not gotten back to me yet as usual.....thank you
