icloud accounts and new device questions

If I want a separate iCloud account for a new phone, can that be accomplished? Will they just give me a different iCloud email for the second account?

Never heard or having two I cloud accounts and I have been an Apple person for over 20 years

Can be done if you have a "desktop" (iMac) or a "notebook" (laptop).  Not sure about Apple's  iOS devices as I don't own any.

 

As others have already mentioned call Apple.  Better yet, check out Apple's YouTube "Tutorials"  or research their Knowledge Base Articles for detailed instructions.
