iPad2 .. need info on 3G

I might be the only one alive who does not have an Apple product so that is why I am asking. I have an android phone (Sprint) that has 3-4G and wifi.

If I were to buy this iPad2 where would the 3G come from and what would it cost. Would I have to subscribe to a service. I get the wifi part (I hope it is my router or a hot spot somewhere) but the 3G is it free and available out there in cyberspace???
