iPad Wi-Fi or Cellular

I'm interested in getting an iPad but don't know what size or if I should get one that has both Wi-Fi and cellular capability. I know if you want to use it as a cellular you have to sign up for a data plan. My question is can you use it mostly on Wi-Fi and use the cell plan only when needed? Do you have to pay monthly for the data plan if you don't use it that way very often?
