iOS 7 - scared to turn on my iPad2

I don't want to upgrade. iOS 7 automatically downloaded to my iPad Mini without me even knowing or telling it to. Now it is waiting for me to install it which I'm not going to do. Guess I have to live with a red alert on my settings icon. So I turned the wireless off on my iPad2 and iPod 5 so it doesn't even download. Can I tell it NOT to automatically download somehow?
