finally made the decision to get rid of cable, fees keep going up even though I keep down grading, but I still need the internet , which speed do I need to keep? and can I buy my own modem?

Hubby and I do not down load alot , but daughter does, but I do not want to have a 45 dollar internet bill either. Charter offers a 19.99 a month speed plus the cost of the modem for 7 a month so for the slowest speed it would still cost 27 plus tax, in this economy something has got to give, any help would be appreciated, thanks!
