What is this yellow blob thing with red exclamation point?

When I try to access certain links I get this yellow blob thing with a red exclamation point. It clicks once. Obviously its telling me, no, you can't access this link. When I first saw it, it looked and sounded like a hand getting slapped. This has appeared, among other problems, after a Microsoft update a couple weeks ago.
