What Is Microsoft Silverlight?

I'm not very tech savvy. I started having a problem on a forum I post on about a month ago. The task bar disappeared from the reply box and I could no longer post using paragraphs. This problem is when I sign on using IE. If I go to the forum using Google Chrome or my Kindle Fire the task bar is there and I can do paragraphs.

I starting looking around at programs and noticed something new has been installed called Microsoft Silverlight. I didn't install it. I don't know if this is causing the problem or it is some other download Microsoft did. I also noticed it downloaded IE11 I believe it was.

Can someone help me figure out what to do to fix the problem? I would appreciate any advice you can give me. I thought about uninstalling the Silverlight or doing a system restore prior to the date the problem started. Thanks for your help.
