USB device not recognized - ?

{#emotions_dlg.confused1} I keep getting this message...and my pc won't work correctly. It goes away for awhile but returns, along with the same problems. Any ideas what this is/means? TIA~

(I have desk top/pc/windows 7/additional sound and graphics install,etc) I've had several ppl look/check out my pc now and cannot give me an answer...they were all techs.
