Other Options for an ISP?

Forgive my ignorance, but are there other (i.e., less expensive) options for an ISP to the big corporations such as Comcast and Verizon FiOS?

I did a Google search for my county, but am confused if the providers are actually ISPs (that offer wifi) or just email providers.

My cable and internet bill are out of control!! I tried calling Comcast and they were not willing to negotiate. I am thinking of switching to Verizon...
