Opening a page on website

Anyone know why I have to click to go to a site then I have to click refresh before the page will open? Sometimes I have to click refresh a couple of times. It's very annoying. Already ran Malwarebytes, CCleaner & use MSE & Spywareblaster & everything ok. DH thinks it's AT&T. I know he's just saying that as an excuse. I think it has something to do with IE9.
