Not responding

Lately I have been getting the "not responding" message frequently when I'm getting on a site. I'm getting tired of seeing the little circle spinning around. Any suggestions from all you knowledgable people? I've tried defragging and disc cleanup, but they didn't seem to help. Could the issue be with my IP? Any help would be appreciated.
