My Dell Inspiron One

I received my Dell All In One 23 inch computer in October. Which means, Ive had it for 3 months now and frequently there is a pop up message that reads "Service Tag DSOE does not match current system " and also my computer screen turns blue with a bunch of writing ( which I don't understand ) and makes a high pitched sound...Causing me to have to shut it down and restart it . Can anyone help me with this problem and is it serious??? Thank you so much, Rhonda
