Kindle Paperwhite or Kindle Paperwhite with 3G what's the diff?

I have the original kindle and now have an iPad, so I cant determine which to buy as a gift. I want to purchase a kindle for my mother, she has none of these gadgets. I cant figure out the difference between the kindle paperwhite wifi and the kindle paperwhite wifi with 3G except for price. is the price the only difference? and i want to get the one that has NO special offers for her.
