Is anyone having difficulty getting in to their Hotmail account?

I am asked to "sign in" which is unusual for me, then when I do it says that someone else may be using my account. then they want me to fill in a lot of information, including another email address where they can reach me, then my name, etc., and credit card info.

Has this happened to anyone else before or recently?
