I have been unable to to send and receive imessages nor facetime on my Mac desktop or my Ipad2. Have checked, rechecked, and done all what is suggested by Apple supprt page. Does anyone know what I coiuld be doing wrong? Have been able to receive and send previously. Thank you!

Well for starters.....
Care to share which OS is on the comp & which iOS on your iPad you are using?
Please detail ALL you have done so far in the way of troubleshooting that Apple recommended?
Need this info to avoid the "been there done that" scenarios.

There are lots of things it could be and you don't give much information in your OP as to what happens when you try to send a message, what type of account you're using ect.
On your mac have you gone to system preferences/internet accounts and made sure that you have your icloud account set up correctly there? Have you opened the messages app and gone into preferences and made sure that the correct apple id is set up and checked? Are you logged into your account in messages?
Does the messages app allow you to send messages but they aren't being delivered?

I can send but not being delivered. I get alerted that it was nit delivered. I am up to date on updates.

So what did Apple tech support have you do in the way of troubleshooting? You provided no details to avoid repeating what you have already tried.
On the Mac side, did you run from Disk Utility "First Aid" and restarted your computer?
Run Etrecheck?

Apple Tech Support by phone is awesome!!!!!! I'm not a techie and I have yet to be disappointed in the support they provide. In fact, when I was updating the operating system to Sierra on my laptop, they even called me back the next day, as they said they would, to be sure everything was working as it should. And that call back was on a Sunday morning.
If folks here are unable to solve your issue, be sure to call their tech support.

Are you getting the green bubble for these messages that don't show delivered? Green bubble messages are being sent as SMS/MMS and don't show delivered or read time stamps.
Blue bubble messages are sent as imessages ( which means they are being sent to an apple ID) and will show delivered and read time stamps. If you are sending a message to someones apple id but it shows as a green message then the message has been sent as SMS usually because their phone/device is turned off and can't recieve imessages at that time. I've had this happen with a friend of mine when he was having issues with his cellular service being down temporarily due to local outage.

To the great posts here, I want to add a couple of thoughts:
1 -- @mibaker, Unfortunately, the iPad 2 has a very old iOS version and many of the features can't be updated and slowly are beginning to fail or, at least, have glitches. So that could be the source of the problem. As Apple updates their apps, some of them at some point cease to be compatible with older devices. (You didn't mention how old your Mac is, or which operating system it's running.)
2 -- Also, think about exactly when this started. Then, can you think of anything that changed just before that? Did you update anything or change any settings? If all was working fine and then suddenly these 2 features stopped functioning, there's probably one thing that was changed... try to find the clue to that.

Just checked my text messages on my iPad.
Blue messages were sent to iPhones/iPads as iMessages. To friends without Apple, messages are being sent in green. Like you said.
Mar 23, 2017 - Follow these steps: On all of your iOS devices, go to Settings > Messages > Send & Receive. Tap your Apple ID, then tap Sign Out. On your iPhone, go back to Settings > Messages > Send & Receive. Tap Use your Apple ID for iMessage, then sign in with your Apple ID.
