She doesn't have the phone anymore. It failed and was turned into Apple. People who don't synch their phones or iPads run the risk of loosing their stuff.

She said she has done that, using her friends' phones, but that her information is not there. It makes sense to me that it should still be there and I'm wondering if somehow she deleted it coincidentally with the phone failing.

She must not have properly saved them then.

If you do not sync a phone to you computer with Itunes you can not get the photos back.

Before you set up syncing, install the latest version of iTunes. To use Wi-Fi syncing, you need these:

  • iTunes 10.5 or later
  • iOS 5 or later

Each time you sync, your content updates between your iOS device and computer to show new, updated, or deleted content. You can change your sync options at any time.

  1. Open iTunes.
  2. Connect the iOS device to your computer using the included USB cable.
  3. Click the Device button in the upper-right corner. (If viewing the iTunes Store, click the Library button first.) If you don't see your device, you may need to hide the sidebar. Choose View > Hide Sidebar.

    Some tabs may not appear if you don't have the corresponding content in your library. For example, if you don't have any podcasts in your library, the Podcast tab won't appear.

If your granddaughter set up two-step verification she is limited to the registered devices she can use to access her Apple ID. And there is a recovery key you have to have or you're out of luck. I don't know if this could be part of the problem, so, I'll enclose this Apple Support link: http://support.apple.com/kb/ht5570 Sorry she is having such a difficult time with this. That works if you don't have a lot of data or you pay for additional storage. Five GB doesn't go very far if you take a lot of photos. I think the best practice is to synch with your computer and iCloud. The person's daughter in OP didn't do either.

Something seems really odd here. Our family has had pretty much every iPhone, iPad, and several Macs, all versions. I have never heard of several iPhones "just dying" repeatedly. I would be looking into the possibility that something she is using has been hacked. Just my 2 cents. And also Apple support can usually recover anything even if the local store cannot. Learned that from the only issue we ever had. Of course, too late for that now.

Guess what? My granddaughter found out that her "cloud" has a virus in it that has been infecting all the new phones she was getting. When she downloads the cloud, the phone gets the virus and gets destroyed. I hope she didn't ruin too many of her friend's phones before she found this out. Unless she finds some way to delete this virus from her cloud, all of her files are gone. I guess she will have to set up a new cloud with another new phone . . . I don't know . . . I'll leave that to all of you experts, since she hasn't found anyone yet who knows how to fix this, including techs at the big tech stores.
