I pad help please

Could use some help from those that have ipads. I purchased a kindle fire last Christmas when it came out to see how I would like a tablet since I had notebook computers and I had several credits from Amazon so the cost was only around 60.00 at the time. Thought I would see how I liked before investing in the ipad. Turns out I use my fire daily and love it and had planned on getting the larger 8.9 size this month. I really liked that I could take it anywhere with me as I knew I would not with the full size ipads.

Now changes thought do I get the fire larger or ipad mini. From what I am reading about the mini not too impressed with reviews. Hubby just suggested since we got a new boat and what ever I get will probably be used out on the water I should buy the new full size ipad where watching movies on larger screen would be better, but do I need the wi fi plus cell at the extra cost or can I just use my cell phone as a hot spot? Also what size 16, 32, 64

Any help would be appreciated.
