You just have to know how to play their game without giving them money. Google everything you know about the person. Then keep going. If you have an idea of the age, some of the 'pay money' ones will say, "We have 3 Annabelle Jones, 2 are 58 years old". Take that and go with that, then type that in and then if you know where (state, whatever) you can go further.
I come from a long line of telephone operators (the kind where you used to put in the cord on the wall). Maybe that's why it's in my blood. The joke with my friends is, "Give it to Annabelle, she can find anyone".
Just don't give them the money, play their game, go right up to it and start over.

go to spokeo.com - in the left column various cities may show up (people with the same name). When a street address comes up, click on it for the number of the address. As someone else said, go to whitepages.com - both are free. Google the person's name - and various sites show up, even facebook. I'm older and on FB all the time.

The easiest way to find a long lost relative is to come into a lot of money. You won't have to find them, they'll find you. (Including dozens you never heard of before! Just buy that winning lottery ticket, or win Publishers' Clearing House and there they'll be, all lined up and waiting to see you.)
On a serious note, the information you've gotten is pretty good. You say you know where she lives, but I'm not sure how specific you are about "where she lives." That could be as vague as "the west coast" or as specific as the third house on the left on Maple street. If you have an actual address then clearly mailing a letter is the easy option. If you have an address you may also be able to locate nearby neighbors who have a listed phone number that you can then call in an attempt to make contact with the person through the neighbor. (This works best in smaller communities where the houses are close together. A Google maps satellite image look at the beighborhood should be able to tell you if this is an option.) A neighbor might just give up their neighbor's phone number if you can convince them that you're a relative looking to make contact with them. Public tax records are a great option also if they're available online. If you know her religious faith (if any) then contacting a church in the area she's most likely affiliated with may lead you to her.
If all else fails you could hire a private investigator who should be able to get the information you want in minutes at a very low cost. Most have access to pretty comprehensive databases that have all kinds of public/private information on them. To a PI this type of information is available in seconds and should cost you relatively little to acquire.

It only works if the person has a listed telephone number, but will give you the phone number and address and often a map to the person's home.

I'm 73 yrs old and am on FB all day long. Go to intelius.com --- don't put in a city/state. Names come up with ages - and u could find out which state. Also, go to peoplefinders.com. I just went to whitepages.com. I typed in my own name and left out my city/state, and it gave me my information ---- I'm not directed to another site.
