Help with desktop icons

When I create a short cut to my desktop, I used to be able to move it anywhere on the desk top. I could put all my news short cuts together, games together, shopping together. They would stay where I put them in the order that I wanted. Now for some reason I can no longer move them where I want, they will only stay on the left side of the desk top and if I try to put them in order they jump all over. Appreciate your help. Thanks.
