Contact a shipping company like UPS or FedEx and find out. No, you don't have to download the apps before it leaves the county. The person receiving the device can download with an internet connection. If the person has a limited data plan, no free Wifi or home internet service, it would be nice to download the apps before sending it. That way they won't use up data getting the apps.
