Some paper bags can actually contain small pieces of metal (this usually happens when the bags are made from recycled paper). The metal can arc when bombarded by the microwaes, catchin the paper on fire.
While many people sucdessfully use this method, safety experts, the government, and microwave manufacturers caution against it for this reason.
If you do not want to buy microwave popcarn (I do not due to its high sodium content), either get a microwave popper or pop on the stove (easy, cheap, and much better).

I a Stir Crazy popcorn popper. Since I stopped using microwave popcorn, I can't stand the taste.

@Black Cat Back I agree with the other posters that it was probably something in the "paper" bag that started the fire. You can buy a new microwave that will probably be better than your old one for well under $100........That's what I'd do right now! Add a popcorn popper and you're in business again!
