Fax Modem USB Dongle

I need to be able to fax documents from home but I don't have a landline or fax machine. I was googling this and I found at Amazon

I am still not clear if I can do this without a landline phone. I am not tech savvy like in the old days.

I wish I could email and attach documents but this is for medical purposes and the doctor's offices only do documents via fax and I don't want to send them through the mail.
