Does anyone here use ADOBE PHOTOSHOP ELEMENTS 2, I need some help please...

I need help...I only know a few things in Adobe Photo Shop and things were fine on my old computer but since it has been loaded on this computer I have had trouble. I can not move the opened pictures around on the screen and I can't click on the X to close the pictures I have opened.

It seems to be Stuck in the manipulation/picture-improvement mode (I can click on the pallet to change functions) BUT I don't know how to toggle out of it so my cursor works like it should.

Any help or ideas would be Greatly Appreciated! Thank you.
