Do laptops today not come with a Windows reinstallation disc?

My 5 year old laptop reached the end of its lifespan a few weeks ago due to battery/battery pack issues. I ordered a new laptop from Costco online and it came with a drivers/utilities disc, but not a Windows 8 reinstallation disc. Is this common nowadays? What happens if something happens to your laptop and you need to reinstall or if you just want to start fresh down the road?
