There are radio stations, but that's not it's primary feature. It's basically a music library that you can listen to everything in it for the cost of the monthly membership. You can stream but you can easily download whatever you want for listening to offline. You can make playlists and basically treat the apple music selections just like music you bought except you can't rip it to cd. You just search Apple Music for what you're looking for and when you find something you like you check the song or album if you want to add it to your itunes library. Then you can download it on any device that is attached to your itunes account ( plus your desktop or laptop).
