Computer scrolling problem

I have a Dell desktop Inspiron, with Vista and lately have been having problem with the page that I am on scrolling to the bottom and the only thing I can do is restart the computer. I did buy a new mouse hoping this would fix the problem but it did not. Any answers for me? Very frustrating.
