If your email is through Outlook now, as most of the former MSN and Hotmail accounts are, then the gear should be at the top right and when you hover your mouse pointer over it it should say "Settings." If you click on the gear it should open a dropdown menu and at the very bottom of that should be "View all outlook settings." If you click on that a new window should appear and on the left-hand side should be a listing for "Junk email." If you click on that you should get a list of "Blocked senders and domains." If your BOA account is listed there simply hit the trash can icon next to it to remove it from the list and the mail should then come through. If it's not on that list your best bet is to create a new email account and use that for your BOA emails.
I have three email accounts as some are very weird in what they block (Verizon/Yahoo really goes nuts blocking stuff) so if I can't convince them to not block stuff I want, I just use an alternate email address. Software like Outlooks lets you combine all of your email address in one place so you can access them all as easily as you could just one after you've gone through the setting up process.

BOA should have a tech support for customer concerns. Please contact them by email or chat.
Do you have a second email account Please use one, Yahoo or Gmail.

It is useful and more secure to have multiple accounts for specific purposes, I have six.
I have noticed that Hotmail lets a lot more Junk through compared to Gmail. So for me, my Hotmail are junk from those I really don't want to hear from.

If this is happening at the server level, this problem happened to me a couple of years ago, you'll have to contact MSN and have them fix it. Comcast decided an e-mail I was receiving was junk or spam and block it. Everyone in the club with the same service had the same problem. I had to go up the tech support chain to finally find someon to unblock it for my account. I'd suggest you use a different e-mail account. It's a lot easier and doesn't require hours on the phone.
