Can iPad Pictures Be Sent To Android Phone Number?

How do you send a picture from an iPad to a cell phone number, which the cell phone provider is T-Moble? An older friend has a cell phone, but does not use email or have a computer. I spoke with an Apple tech today, and I was told that there might be an app to do this, but Apple could not assist with this.
