I bought the phone for my husband..today when he was charging it...99% charged, there is a constant tone going off...is that normal?

A constant tone going off at 99% charge could indicate a bad connection to the charger. Try using a different charger/cable.

@Mom2Dogs FWIW:  Shutting off & restarting are 2 different things when it involves techy stuff.

@Mom2Dogs don't know if this will help or not, but I googled your problem and found this.

The suggestion to check settings is an excellent one.

If the operating system has been updated recently, that could also be the source of the noise.  They sometimes take it upon themselves to change things.
