It’s a keyboard that doesn’t come with the phone or iPad and is not from Apple. You can get specialized keyboards in the Apple App Store. There are many emoji keyboards, some math and science keyboards, cool fonts keyboard, custom colors keyboards, customizable layout keyboards, symbols keyboards, light up keyboards. All these will appear on screen for your device. There are also physical keyboards from third parties other than Apple. I’m not sure if these are affected by iOS 13.1.
