I frequently get price adjustments done at Costco here in CA and the tax difference is always refunded.  Maybe the answer is, as @gnomie1 pointed out, that each state has different tax laws and the QVC rep processing the adjustment does not know the particular laws for each state.  Some CS reps refund the tax difference for me and others do not.
