@notenoughtime - PayPal doesn't stall when giving refunds. They have to wait to give a refund based on the CC actions.
I use them for my quilting business and have had customers cancel orders after they have been cut/shipped. Once fabric is cut it cannot be returned. So, they complain to their CC company who puts a stop on the charge which then leads PayPal to put a hold on that amount of $ in my account until the resolution is solved. It can take as long as a month.
They are a great company and I've never had a problem.
