this may be hard to believe, but there are rules and principles for what makes a good , in terms of usability, web page or web site. but sadly, like many things, teaching things making web pages user friendly has gone the way of rotary phones. because so many upper level IT people don't have that skill set, they will sign off on just about anything their team does, just to get the project over and done with.
