Customer Service Help Needed on 2 orders that were "AS IS"

Could customer service please help me with 2 orders that were purchased "AS IS"?

 

First order NEVER reached my home.  yet it shows shipped.  When I had a live chat with CS they said they would issue a complete refund so I would not be charged with any shipping charges.  This has not happened.  Order shows it shipped 9/2/17  Pls advise your findings.

 

Second Order:  This order is a "AS IS"  Never got here and when I had another live chat I was told that this order would be marked so that I would not be billed for shipping either to my home or back to the Q.

 

What is going on with these orders?  Somebody needs to help me please

 

Now I am sitting here waiting for another PO package and it seems to be taking a long time for tracking to be updated!  This is not acceptable and for the shipping prices that are charged I shouldn't have to wonder where my packages are.
